the other side of hysteria

Japanese seem unwilling if not incapable of conveying bad news. When the answer to a question is "No," often there are smiles and awkward sucking in of air through teeth. This is a culture that's all about being courteous and accommodating. Hiroko Tabuchi, Tokyo correspondent for the New York Times, explains in this video report why communicating the disastrous situation in Japan has been a struggle.
